Yo seem to be using non released versions of Sphinx (1.0b2) and docutils
0.7). Try agian using stable releases.
Also, if you still experience the problems I'd ask on the Sphinx user
support channels, because I'm not sure Cygwin is a platform supported by
Sphinx.
Closing as invalid for now, please reopen if you check what's suggested
above and can is a problem of the Django docs with a production level
documentation toolchain.
