What needs to be done? Someone needs to write the code.
Support for MSSQL isn't part of Django's core; it's part of an external
project that utilizes an interface that Django provides.
Django also provides an interface for deployment, although it's not as
mature or formalized as the database interface. Someone just needs to
write the code to allow IIS to exploit this interface.
If it turns out that modifications are required to Django's interface in
order to make this happen, I'm happy to accomodate those changes.
