Comment:
After coming back to this and speaking with kmtracy I'm not sure the
described functionality is correct. A valid formset should have
`cleaned_data` attribute but a formset passed an empty dict should raise a
`ValidationError` "ManagementForm data is missing or has been tampered
with". The formset validation needs some work but I believe the docs need
an update as well.
