#15079: django/core/cache/__init__.py missing import

 On creating settings.CACHE without a default, Django tries to raise
 ImproperlyConfigured, but cannot because it's not defined in
 django/core/cache/__init__.py. It needs:

 from django.core.exceptions import ImproperlyConfigured

 in the imports.
