#18799: Documentation ToC - class based views link to ref, not html

The table of contents links for the new class based views go to the
reference docs, not to the topic docs. This will be confusing for new
users, and hurts the 'findability' of the pages.
The patch attached adds two links to display and editing views, and
replaces the two API links with one to the reference index.
