I don't see any particular reason why this would need to live in Django's
core.
You should develop this idea as 3rd party apps. If it gains a high
popularity, and it covers a very common need, then we'll consider merging
it in Django. For instance this happened to `django-staticfiles`. Be aware
that merging something in Django dramatically slows down further
development; we're considering unbundling `django.contrib.localflavor` for
this reason.
