#19025: FormWizard.get_context_data() doesn't include "form" in context

The `FormWizard.get_context_data` method documentation indicates that the
`form` for the current step is included in the context. According to DjDT,
the `form` is present only as an attribute of the `wizard` object.
I would prefer that the code be corrected to match the documentation as it
would be nice for the form to be in the context.
