I'd stay away from Amazon if like you said money is a concern. Amazon web services are extremely overpriced. For the same amount of money you'd be able to get much better performance by renting a dedicated server or even a VPS.
Also if you're running databases then IO performance is critical. The disk performance of S3 is poor.
