Yes, I did once, by installing the newest django in a virtualenv along with my project. Search for "apache mod_wsgi virtualenv" for relevant information. Not that hard to do. By I guess you could also get up-to-date ubuntu packages for django from a ppa in launchpad, but it's not something I have done.
