Actually, turns out I just had to read a bit more :) Sorry! So, the actual content of the Django Book is allowed to be freely re-distributed under the GNU Free Documentation License. The actual "Layout and design" remains under the control of the authors and required written permission to reproduce. I did not see the distributed content but I'll leave the up to you guys to determine whether or not that user is violating this portion of the licensing.
