"django-admin.py startproject test" to try a new project. It has
"os.environ.setdefault("DJANGO_SETTINGS_MODULE", "test.settings")" declared
in "manage.py" in the root and in "test/test/wsgi.py" it's also declared so
how is my DJANGO_SETTINGS_MODULE undefined?
