All the questions you listed are a great start, even if it's just an info dump of "we use X, X, X, X, X", at least you have an idea of the scope. To take it a step further, the specs from Soundcloud would make a good template; http://soundcloud.com/jobs/2013-06-18-engineer-systems-san-francisco-united-states The spec should just be informative instead of cagey, avoiding cringe phrases like "working on cloud <insert your thing here> team".
