That's done automatically for you in
django.db.backends.mysql.DatabaseWrapper.cursor:
if self.connection.get_server_info() >= '4.1':
cursor.execute("SET NAMES 'utf8'")
So assuming he's using MySQL >= 4.1 then that shouldn't be the problem.
