You might see if DEBUG is being set to False in an unexpected location by using the silver searcher <http://geoff.greer.fm/ag/> (also on windows <http://blog.kowalczyk.info/software/the-silver-searcher-for-windows.html>) to quickly search for a string in a directory tree.
$ ag DEBUG within your app should tell you all of the places it is being set.
