Maybe I download a wrong files I have win 8 x64 and from https://download.gnome.org/binaries/win64/dependencies/
I download files: gettext-runtime_0.18.1.1-1_win64.zip <https://download.gnome.org/binaries/win64/dependencies/gettext-runtime_0.18.1.1-1_win64.zip> gettext-tools_0.18.1.1-1_win64.zip <https://download.gnome.org/binaries/win64/dependencies/gettext-tools_0.18.1.1-1_win64.zip> create folder in path C:\Program Files\gettext-utils and extract this 2 files there.
