I'm assuming that you are referring to Compiled HTML format, common for MS help dialogs. I don't believe there is a need expressed for this format, as the documentation is available in other, more universally accessible formats such as HTML and PDF. I've never seen software that is downloadable from the web with documentation in CHM format.
