The standard reply to that question in Open Source software is "when it's ready" -- we prefer to aim for quality, rather than deadlines, usually. However, there is a lot of existing documentation about newforms in the newforms.txt file in the source tree (and also linked off the documentation page on the web). You can also see a lot of examples of how to use newforms fields in tests/regressiontests/forms/tests.py in the source distribution.
