I may not have understood what you have in mind, but why don't you add
something after the line 39 of contrib/admin/templates/index.html (or
actually your copy of it):
{% for model in app.models %}
... regular admin stuff
{% endfor %}
<!-- your custom stuff -->
<a href="..."> upload CSV file </a>
