Just a noob here,  but why would Django need a Capistrano-like thing?

Rails needs it in order to marshal 5 mongrel processes per
application, etc etc,  for their bloated deployment model.

Django is just the familiar apache server mod_python with prefork MPM
for any number of django applications.

This is one of the main attractions of django,  imho.
