You're thinking in the wrong direction, slightly.

The Apache web server is not an FTP server. There is an Ftpserver
project (a Java FTP server) as part of the Apache project, but that's as
far as it goes in similarity. What you really need to do is set up an
FTP server proper (or use Web-dav, or something else like subversion to
allow uploads/downloads).
