OK, maybe step back and tell us at a high level what you are trying to do.
Initially I thought you were trying to set up correct access to your own css
files for your own project's code and templates (possibly starting with the
admin files as a base).  But here you are trying to access '/admin' urls --
so are you just trying to customize the admin css?  Admin has its own
setting for the location of it's css/images/etc: ADMIN_MEDIA_PREFIX, so if
you want to move where the admin files are then that's a different procedure
than setting things up for access to your own css for your own project's
code/templates, which is what I was trying to help you with earlier.
