If you're talking about fields order then try:

class AnotherCityForm(CityForm):
    def __init__(self, *args, **kwargs):
        super(AnotherCityForm, self).__init__(*args, **kwargs)
        self.fields.keyOrder = ['new1', 'new2', 'country', 'state',
'city', 'new3']
