How easy would it be to set up something on, or connected to, Django People? 

Registration is already taken care of there, which would help provide
ready access by people wanting to contribute an event to the database
without its being a free-for-all. And Django People - as a community of
individuals - probably does have the information that would be required
to make the database useful.

Perhaps one of the social networking modules already has the required
functionality.

I know from experience how difficult it is to co-ordinate this kind of
information manually, even with far smaller groups. With something the
size of the Django community, it could easily be a full-time job, not
just a few hours a week.
