Realise that Jeff means Sphinx as in http://sphinx.pocoo.org/ rather than Sphinx the SQL search engine. I agree with his suggestion. If you've got nothing else in mind, Sphinx wouldn't be a bad place to start. Very customisable and flexible and solidly written. Compare the differences between the python.org docs and the Django docs to see how varied the resulting presentation can be.
