I think this line should be more along the lines of:
<p><img src="{{MEDIA_URL}}{{art.image}}" alt= "" width="200"
height="100" ></p>
When you render the html, view the source, and make sure its rendering
the right path.
Access the image directly through the browser to make sure you have
the path correct.
