Both dkim-milter(8) and dkim-filter.conf(5) say 'Identifies a file of 
"peers" which identifies clients whose connections should be accepted 
without processing by this filter.'

If a host is in the PeerList, dkim-milter will skip processing for 
it, i.e. no signing of verification.
