Dumb question, but did you rebuild the sendmail.cf?  Quick way to tell:

# egrep '^Xdk' /etc/mail/sendmail.cf
Xdkim-milter-verify, S=inet:[EMAIL PROTECTED], F=, T=C:1m;S:60s;R:2m
Xdkim-milter-sign, S=inet:[EMAIL PROTECTED], F=, T=C:1m;S:60s;R:2m
Xdk-milter, S=inet:[EMAIL PROTECTED], F=, T=C:1m;S:60s;R:2m

More detail, this can be due to a couple of reasons:
1) You have the mode set only to v and not sv (verify as opposed to sign
and verify).
2) You don't have the IP address of the sending host as an "internal
host" on the configfile (I use -i /etc/mail/dk-milter.internalhosts and
then that file contains a list of IP/netmask that I want it to consider
to be internal addresses.)

Make sure and restart the daemon after you make changes.
