This seems to be the #1 question asked on this mailinglist ever. It 
should probably be in a FAQ file or something.

If you are not generating the email from localhost (i.e. you are using 
the dkim-milter MTA as a relay from some other host or email client), 
you need to add the -i parameter, so that dkim-filter knows who to sign 
for, and who to verify for. See man dkim-filter, section with regard to 
the -i parameter.
-i ilist
Identifies a file of internal hosts whose mail should be signed
rather than verified. Entries in this file follow the same form
as those of the -a option above. If not specified, the default
of "127.0.0.1" is applied.
