Its really not a Fedora specific problem. Debian, Ubuntu, Gentoo, SuSe all have the same location and permissions. http://www.linux-foundation.org/en/LSB_Distribution_Status Even distros that don't meet the LSB still follow the same convention. The LSB standard references th FHS standard for system locations. /usr/share/man is standard (http://www.pathname.com/fhs/pub/fhs-2.3.html#USRSHAREMANMANUALPAGES) "a. The bin User ID/Group ID is included for compatibility with legacy applications.
