Its really not a Fedora specific problem. Debian, Ubuntu, Gentoo, SuSe all 
have the same location and permissions.

Even distros that don't meet the LSB still follow the same convention. The LSB 
standard references th FHS standard for system locations.

/usr/share/man is standard

I think pushing the devtools people to update their tools to modern 
specifications would save the time of a lot of admins and distro maintainers.
