That is normal for a standard UDP query, the answer does not fit into 512 bytes even when nonessential parts are removed (query section and extra info sections like authoritative name servers). A switch to TCP or to larger UDP packets (EDNS0) is needed for the largest two public keys (but admittedly they are unrealistically long).
