You're right, it's redundant. This is an artifact of the time when key lists were experimental code.
It wouldn't be too difficult to change it so that: a) If a key list is in use, the domain list is implicit; b) If no key list is in use, the domain list must be provided. Feel free to open a feature request on SourceForge so I can get it into 2.6.0.
