Yes I did restart. Do I need to add the LogWhy option in the dkim.conf file?

Did you restart the filter after doing so, or send it SIGUSR1 to reload the
configuration?

If that still doesn't work, turn on the LogWhy option and send a message
through that should be signed.  When it's not, find the records about it in
the sendmail log, and it should tell you why it wasn't signed.
