The domain in question is way outside the target market for DMARC's quarantine/reject policies.
This was a "turn it on and see what happens" experiment with a non-production, non-mission-critical domain. There are a mere handful of users, but some are subscribed to obscure, low-volume mailing lists. Some submissions to these lists were rejected, and the policy was quickly changed to "monitoring mode."
As expected the aggregate reports showed that this domain was not subject to any notable volume of spoofing/phishing.
