This may not be the issue, but I recall hearing that DMARC feedback cannot be 
sent to @gmail.com addresses.

Since ed.gov appears to be using Postini/Google services:

% dig ed.gov mx
10 ed.gov.s8a1.psmtp.com.
20 ed.gov.s8a2.psmtp.com.
30 ed.gov.s8b1.psmtp.com.
40 ed.gov.s8b2.psmtp.com.

.... perhaps this is the issue.
