I agree with you.  I like AOL's friendly tone!  ;-)!

When we were coding, there was no such provision in the spec (other things didn't exist in the spec, either). We've been able to get some things done, but have had to let others slip until the next time we can make modifications to the report generation code. We'll get there, eventually.

AOL does not honor the "SHOULD" at all, for example.
Google use "Report domain" instead "Report Domain". (lowercase d in domain)
Would be intersting to know, why!
