A useful public primer, but I would take issue with this statement under bullet 5:

"Please note that DMARC is all or nothing and applies to every email coming into an ISP’s email system in the same way."

The example record he uses has 'pct=100', which he points out, so percentages between zero and 100 would seem to contradict the above statement.
