It doesn't imply that, no. The word "aggregate" in this context simply
refers to the fact that each aggregate report combines information about
many messages; this word is chosen to contrast these reports with the
per-message "forensic" reports which include no aggregation, not to
suggest some broader requirement.
A Mail Receiver will probably make like easier for some Domain Owners
(or the organisations which receive and process aggregate reports on
their behalf) if they aggregate across all of their MTAs, but the mere
provision of aggregate reports in the first place provides a _*much*_
bigger benefit to the community of Domain Owners who wish to receive
authentication feedback then does the additional work of aggregating
across MTAs. If you're faced with a choice between sending aggregate
reports per-MTA-per-Domain-Owner or not sending them, then send per-MTA
reports every time (others have already pointed out the unique-report-ID
requirement). Where it is feasible to aggregate across MTAs then by all
means do so.
