If you were putting a p=reject on the domain in the From: of the report then it 
should pass on the receiving end. This is to avoid someone injects a fake 
report.

I would like to get a clarity on the below email feedback mechanism  
requirements.

“Email streams carrying DMARC feedback data MUST conform to the DMARC  
mechanism.  That is, the message comprising the report should be   DKIM-signed 
and originate from a source for which an SPF test would  pass”

Can someone clarify what would be the minimum implementation of a report 
sending domain with respect to the above requirement ?

If the report sending domain does not have the valid DMARC records, how the 
feedback report is consumed ?
