I think there is a bug on the Hotmail side when providing DMARC feedback.

Hmm. exactly two hours after I wrote this, the empty reports started to come in 
again. First a number of delayed reports, and then each hour again one report. 
Terry, Paul, can you comment on what's going on with these empty reports?
