If you're having trouble with Yahoo's DMARC implementation, let me know. We 
should be following DNS without issues -- note that DNS propagation times and 
DMARC reporting cycles often mean this is frustratingly slow.  DMARC makes no 
promises about whether reports will be sent to the address in place when (any 
piece of) the mail was sent or the address in place when the report was run; 
both are valid choices and one of them may result in reports going to an 
address that was >24 hours out of date when the report ran. 

If you're having trouble with Yahoo's CFL, which is a completely different 
thing, please start at http://postmaster.yahoo.com
