Yes, but only for the domains for which it handles real mail.  If you
want no mail sent or received by ds.org (as opposed to any other
domains you host) it is just fine to say that.

That is exactly correct.  I have a mail server called mail1.iecc.com which 
handles
mail for a zillion domains, but there is no mail to or from mail1.iecc.com so it
has SPF -all and a null MX.
