We're saying the same thing, I think.  I'm presuming a post-MLM message
with an author domain signature and an MLM domain signature.  The aligned
author signature will presumably fail, and the ietf.org signature will
presumably pass.  That's all pure DKIM will tell you.

DKIM+ATPS would tell you the additional bit that the From: domain signer
also approved the ietf.org signature, but as presently specified, DMARC
doesn't care about that.
