I submitted new versions with the following highlights:
- usage-04: moves the "efficacy" section out of the usage document
- protocol-11:
- Changes status to "experimental",
- adds in the "efficacy" section and
- a variety of other notes are incorporated from the last draft
version
- removes the former section 10 to the new document below
- Still does not incorporate the 7601bis change streamlining because
I have not yet seen the 7601bis-01 to reference
- multi-00: new document to specify how to deal with signing algorithm
evolution; release is pending chair approval for the new doc
