Which is why I think litigating behavior of failure reports is a separate matter for the working group, and we shouldn't shim new normative behavior into the PSD draft. That said - I'm still unclear if anyone agrees with me or if I'm the lone person concerned about this, in which case I'll gladly shut up. Regardless, I believe this document is ready for WGLC and we should proceed with it. Seth
