While I can imagine devising something that would look appealing, I believe it would have had a foundation of sand, in terms of operational realities, since none of what it would be relying on was documented standards and, again, there was (and I suspect remains) a view that mailing list operators did not make good candidates for reliable adherence to IETF 'standards'.
