Hello folks,

My updates aren't as exciting as they are for the other document.  I wanted to 
get a document out with the feedback provided.  Tried to clean up the 
extensions section, some normative language, and a few other items.  If you 
feel as though something is amiss, or I've misinterpreted the consensus, please 
let me know.
