That was Todd's first attempt to specify it. It was what I understood
during the tree walking discussion, and I'd stick to it.
Replacing the concept of Organizational Domain with that of Fallback
Domain is acceptable —although more expensive— for finding a DMARC
record. However, when the policy found implies relaxed mode,
determining the alignment based on the Fallback Domain is akin to
partition organizations into several subtrees. That can break
currently working arrangements.
