No, that is not at all what I said. Most PSDs will publish no DMARC record at all. Based on what Scott has said, the handful that do publish a DMARC record will indeed include psd=y. My point is that our tree walk has to have reasonable defaults in the likely case that org and PSD domains won't have a DMARC record.
