The tree walk needs introductory material that explains the complexities created by public registries, private registries, and partitioned organization sub-units. We cannot expect readers to accept our solution, or correctly apply it, if they do not understand the problem we are trying to solve. RFC 7489 implies that there are only PSO registrations, and that language has not been fixed.
The tree walk section needs a redesign. The basic tree walk is a function: Given one domain, it returns the organization domain and default policy associated with that domain. So it should be explained along those lines. There are multiple points in the evaluation where the tree walk function must be invoked; the description of those circumstances and those inputs needs to be explained separately. By mixing the first tree walk with the subsequent ones makes the entire section obscure. Doug Foster
