I don't see why. The current text says you go find a PSL-like thing and use that to guess an org domain. The PSL that everyone uses changes several times per week and there is no guarantee that the one that a reporter used matches the one that the recipient has. Aggregate reports say what domain they're reporting on, which means that it includes all of its subdomains unless there happen to be lower level entries in the PSL the reporter used in which case it might not.
